You may want to look at it this way, treadmill, easiest. Concrete, harder, grass a bit more, sand the hardest. It's adjectives in the traction and the energy you must use against that traction, the smoother the surface, the less traction you involve.
The best workout of them all is jog on wet sand.
When you run on concrete, create sure you have shoes beside great cushion, and slow your pace.
Grass is easier.
When running on sand, especially drizzly sand, make sure your shoes provide stability. Also, aim for the compact sand, not the cavernous sand.
A treadmill helps you run. When you do it outside, gross sure you slow your pace.
