What can i do to make my thighs smaller? they're aren't fat, they're muscelly...but they're huge!

If its because of muscle and not fat then it may be tough. That means thats how your body just is, maybe bc your active or genetics. I look like a I half soccer calves naturally but I dance which actually makes your muscles longer because of the stretching. You may want to try yoga etc for the lengthening effect. If you make yourself "loose the muscle" then it may turn into fat which is even less attractive and would just go back to muscle if you then try to get rid of th efat. try cardio too w/out working for "strength" in that area. But I think yoga is your best bet.
