What is the disease that cause the body to convert carbs into alcohol making a soul intoxicated?

I own never heard of such a disease. (Not motto that it doesn't exist.) Now if someone is hypoglycemic they can appear to be drunk. I have a friend i.e. a Type 2 diabetic and when her sugar levels are terrifyingly low she can become giggly and appear drunk.
